How can I get all the ocean fishing regulations in my area?

There several different ways to obtain this information. My first suggestion would be to visit a bait and tackle shop near the ocean. Almost all bait and tackle shops will have printed material that defines each of the regulations that are pertinent to the area you are fishing. There is one addition reason for seeking this information out in person. The owners and operators of these shops are well versed in all of the local rules and regulations. When dealing with ocean fishing there are often many regulations that are obscure and not often recognized at first glance when thumbing through the rule books. Take the regulations in Florida for instance, specifically in the Florida Keys. If you are on a vessel fishing the Florida Keys the rules change as you move from one side of the Keys to the other. On the bay side of the Overseas Highway it is against the law to use “J” style hook when fishing with live or natural bait. You must only use true circle hooks when fishing in this manner. On the ocean side of the highway it is permissible to use any style of hook you wish. It is also legal to use any hook you wish when fishing from shore. If you cannot visit a local bait shop you also have the internet. If you type the name of the state you will be fishing and the term department of natural resources you will surely be able to access all of the current fishing laws for the state in question.
